If you have never played guitar before then I would recommend learning on an acoustic guitar first. An acoustic will help develop finger strength and callouses faster than an electric and generally cost less and don’t require an amp. A decent acoustic will cost about $100 at your local music store

I held it in my hands. That’s the best way, really. I saw a video of a guy who can play it with his feet, because he has no arms. He uses an open tuning, I think, but he was pretty good, even compared to some people I’ve heard who HAVE arms.
You could also learn in a classroom, or in a private studio with a teacher.
I guess there’s really nowhere you can’t learn to play guitar.

Finding a local teacher (local music store/phone book/etc, as suggested in an earlier answer) would be the best way.
