A lot depends on what type of music you are interested in playing.
A good all around guitar for most styles of music that isn’t expensive and when properly set up, plays very nicely, is the Squier Strat.
I use one myself and it was the best one in a sound test at Guitar Center compared to any other one they had.
Don’t get a "Strat Pack" The little Fender practice amps are not very good sounding.
You can buy any of those guitars and get the Spider amp and it will cost about the same as a strat pack.
Be sure that if you buy a guitar at a store, especially if it has a tremolo, or "whammy bar", Have the store set the guitar up for you, as tremolo systems are usually not set up for shipping and need to be adjusted after purchase. The store should be willing to do this for free if you are buying the guitar there.
The most commonly accepted method of choosing a electric guitar is to find an instrument with good quality wood, and at least reasonable workmanship. Squier Fat Stratocaster, Epiphone G-310 SG, Yamaha PAC012DLX Pacifica Series HSS Deluxe, Squier Affinity Series Telecaster, Epiphone Les Paul Special II are some of the best electric guitars available for a beginner.
I would recommend 2 things
1) go to your local guitar centers and play a bunch of guitars. Their really is no best. It is a matter of what suits you and you will not know that until you go play a bunch of guitars
2) I would recommend you avoid the bottom of the barrel guitars. These guitar really are not worth it. Spend a little money on it. Not to much cause you might find , after you get into playing that your taste or style change. Maybe $300
I recommend you stay with maybe a epiphone , squire or a Ibanez.
They have many offerings in the mentioned price range.
Now go play a few and see what is suited to you
The best kind would be a kind with a low string gauge, as those would be easiest to press and easiest to learn. Change the strings when you get it and then switch out for higher gauges when you get more advanced.

I personally would choose a maple neck strat over the dark rosewood fingerboard ones.
Strats are probably the most vesatile and widely used guitar in all of rock music. And are my own personal favorite, I have played Strats for 30 years
If you are into Metal, then there are a few low end Ibanez guitars that would be OK.

For an Amp, the best inexpensive one is without doubt the Line 6 spider III 15 It includes a bunch of really good effects built in so you don’t need to buy a bunch of stomp boxes right away.
